Abstract	A study was conducted on the factors that affect learning in urban and suburban schools in Ohio, focusing on the 8 urban and 132 suburban school districts in the 8 largest counties in the state. The urban and suburban schools are compared in terms of educational, social, economic, and other factors. The chapters of this report are: (1) "How Did We Get Here from There?" (2) "Ohio's Accountability Model"; (3) "Achievement Realities"; (4) "School District Realities"; (5) "Financial Realities"; (6) "Community Realities"; (7) "Conclusions, Implications, and Discussion"; (8) "Recommendations"; and (9) "Where Could Ohio Go from Here?"
